中央企業(yè)是我國國企的主力軍。在我國,按國有資產(chǎn)的用途,可以分為經(jīng)營性資產(chǎn)和非經(jīng)營性資產(chǎn)。在經(jīng)營性資產(chǎn)中,按政府的管理權(quán)限,可以分為中央企業(yè)和地方企業(yè)。廣義的中央企業(yè)包括三類:

（一）由國務(wù)院國資委管理的企業(yè)

1、從經(jīng)濟(jì)作用上分為提供公共產(chǎn)品的,如軍工、電信；

2、提供自然壟斷產(chǎn)品的,如石油；

3、提供競爭性產(chǎn)品的,如一般工業(yè)、建筑、貿(mào)易。

（二）由中國銀監(jiān)會、中國保監(jiān)會、中國證監(jiān)會管理的企業(yè),屬于金融行業(yè)。

（三）由國務(wù)院其他部門或群眾團(tuán)體管理的企業(yè),屬于煙草、黃金、鐵路客貨運(yùn)、港口、機(jī)場、廣播、電視、文化、出版等行業(yè)。

在我國,中央企業(yè)通常指國務(wù)院國資委監(jiān)督管理的企業(yè)（狹義）。相對于其他一些國家來講,我國國務(wù)院國資委監(jiān)管的范圍是比較窄的。到2003年底,中央企業(yè)有189家,總資產(chǎn)8.09萬億元人民幣,凈資產(chǎn)3.47萬億元人民幣,銷售額4.3萬億元,增長了21.6%,利潤總額3006億元,增長24.5%。

中央企業(yè)重組的最終目標(biāo)是形成對國民經(jīng)濟(jì)有控制力、在國際經(jīng)濟(jì)中有競爭力、盈利性的中央企業(yè)產(chǎn)業(yè)群。中央企業(yè)重組有三點重要特征：

一是中央企業(yè)重組是多目標(biāo)的，不僅僅局限于提高企業(yè)盈利性和競爭力；

二是中央企業(yè)重組對國民經(jīng)濟(jì)具有重要戰(zhàn)略意義，因為它事關(guān)我國國有經(jīng)濟(jì)戰(zhàn)略布局、國有資產(chǎn)管理體制的變革和向市場經(jīng)濟(jì)的轉(zhuǎn)型；

三是中央企業(yè)是國有資本為主體的企業(yè)。

對于其他各類企業(yè)來說，中央企業(yè)的安全生產(chǎn)工作具有以下6個作用：

一是在貫徹執(zhí)行國家安全生產(chǎn)法律法規(guī)、依法規(guī)范企業(yè)安全生產(chǎn)行為上，具有表率作用；

二是在推動安全生產(chǎn)科技進(jìn)步、提高企業(yè)本質(zhì)安全水平上，具有示范作用；

三是在開展安全質(zhì)量標(biāo)準(zhǔn)化活動、加強(qiáng)基層和基礎(chǔ)“雙基”工作上，具有榜樣作用；

四是在防范治理職業(yè)危害、做好職業(yè)安全衛(wèi)生工作上，具有帶頭作用；

五是在安全生產(chǎn)培訓(xùn)教育和應(yīng)急救援工作上，具有基地作用；

六是在丌展群眾性安全文化活動，建設(shè)有中國特色的企業(yè)安全文化上，具有導(dǎo)向作用。
